The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2019 Roadway Reconstruction Program

  • Cherry Brook Road and Pollywog Lane - Sidewalk binder pavement course installed. Final pavement and driveway aprons are anticipated the week of May 27.  Remaining work includes loaming, seeding and cleanup;
  • Sylvan Road (entire length) - anticipated start of roadway reconstruction is early June. Work will be grouped with remaining Glen Road. The project will consist of  reclamation in which the existing roadway is ground up, regraded, binder course pavement installed, and then top course pavement installed. Finish time also dependent upon Eversource pole installation;
  • Glen Road (Wellesley Street to Shady Hill Road) - Timing of completing Sylvan project will dictate the start of this similar reconstruction. Similar detour will be used for this project that was used during the gas main relay project and the drainage project last construction season;
  • Gail Road -  National Grid completed tie-in from old gas main to new gas main; 
  • Pembroke Road - National Grid needs to replace existing gas main prior to roadway work;  
  • Rubber chip sealing on Cliff Road and Brown Street is anticipated to occur mid-July;
  • Pigeon Hill Road, Hill Top Road, and Old Road will be reconstructed after the Conant Road Underpass project is completed as Pigeon Hill Road is the detour for that project;
  • Merriam Street (water gates, drainage work (construction), drainage work (design), sidewalk work (design), and the Merriam Street Culvert Replacement. Work areas are phased sections and will begin at end of month
  • Wellesley Street at School Street (intersection) - Town Engineer will have the area surveyed to mark out proposed intersection and turning movements will be rechecked with a Fire Department test drive in the marked up intersection prior to starting the drainage and curbline work. Start is anticipated to take place mid-July

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:  
    • Punchlist items are anticipated to be finished the spring with the next phase of construction; 
    • Conant Road Closure and Underpass Construction. Temporary gas main work schedules for May 15-16 and fabrication of precast underpass will be completed and then installed starting June 3 - Conant Road closure and detour will be in place during the time to install the new underpass;
    • Concord Road Spur Parking Spaces and Church Street Spur Parking Spaces – Contract executed.  Shop drawings being submitted and reviewed.  Tailgate meeting scheduled for May 31 to review status of all the above;
    • DPW and DCR is attempting to coordinate with MassDOT to address concrete spall and graffiti issues for Concord Road and Church Street bridges over the rail trail.  See specific updates below.
  • DPW met with National Grid Representatives the week of January 21 to review 2019 construction season. NGrid to supply DPW with updated work schedule. NGrid’s gas relay projects proposed for construction during the 2019 Construction Season:
    • Newton Street - work is ongoing
    • Gail Road - work anticipated to be completed May 16
    • Pembroke Road - work will start after Gail Road completed 
    • Bogle Street (from Winter St to south of culvert) - leaking gas main is anticipated to be replaced prior to Town's chip sealing contractor mobilizing in July
    • Sherburn Circle, Wellesley Street (669-654), and Concord Road (1-81) - schedule is unknown 
  • National Grid has submitted several permits for repairing long-standing gas leak locations. These are currently under review and are anticipated to begin work in April

Ongoing DPW Projects

  • Black Oak Pump Station – Electric change over will occur May 30.  Anticipate the generator move to occur June 4.  Then wall and landscaping work will begin; 
  • Overseeing consultants’ work on the Southside Drainage Project - Bid opening May 30 with work starting shortly thereafter;
  • Paines Hill Water Tank Improvement Project - Electrical work with work started and completed over the next several weeks, then plumbing work, then SCADA work, then calibration of system;
  • Cemetery Restoration Phase II - headstone rehabilitation contract ongoing;
  • Newton Street Drainage - – First piece of drainage work by Land Sake is under construction – Trench paving work outstanding for Phase I.  Completing Phase I tied to old gas deadened and removed where several drainage structures need to be installed.  Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work; 
  • Loring Road Drainage work (by #83) - No work completed this period in the roadway;
  • Merriam Street Drainage work (at/about Westland Road) – work continues

Consultant Work Managed by DPW

  • Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc. Next action item will be to tweak presentation based on May 29 Traffic & Sidewalk Committee meeting and then present to the Board of Selectmen and submit the 25% design plans to MassDOT in the Fall / Winter 2019. Project info at weston.org;
  • Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc. Work has begun on the Function Design Report (a MassDOT required submission).Consultant/Town Engineer met with Traffic and Sidewalk Committee during April meeting to discuss direction of design and then setup a MassDOT D-6 meeting, anticipated June 13Project info at weston.org;
  • Overseeing consultant design and preparation of specifications for Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - Next action item is installing erosion controls and tree protection (anticipated the week of May 28th .  Shop drawing submittals and reviews ongoing.  Significant work starting the week of June 10
  • Overseeing several sidewalk design projects -  (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Warren Ave on hold;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - Continue to attempt to secure required easements on Newton Street.  First piece of drainage work by Land Sake is nearing completion – see above for Phase I update;  
  • Overseeing consultant concept/design work for the Town Center Improvement Project -  Contract executed.  Contractor continues to submit shop drawings.  Anticpate test pitting occurring week of June 3. Variable message boards will be deployed.   • Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700). AMI and meter purchase contracts secured.  AMI installation bids opened;  Installation of Collector Sites (tank locations and Wellesley Street), installation of meters and radios over the next several months, and then activation of the system; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Board of Selectmen and the Conservation Commission;
  • Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing.  Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved.  Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns;
  • Overseeing consultant design and permitting for Water Distribution Master Plan.  Reviewed draft report with Engineer.  Engineer will revise and resubmit.  Anticipate a meeting with the Board of Selectmen at some point this summer to review recommendations, etc;
  • Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration.  Draft plans provided and comments provided back to consultant

Engineering

  • Currently reviewing 10 Stormwater Permits;
  • Currently issued 59 Stormwater permits which also requires construction inspection; 
  • Set up a temporary special speed zone on School Street between Brook School Apartments and Wellesley Street to 30 mph
  • Traffic Engineering Consultant Services - two assignments issued; 
  • Working with the Town’s Traffic and Sidewalk Committee on several items:  Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division

  • Completed approximately 65 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 1 final read;
  • Installed 1 new water service from main to curb;
  • Witnessed 2 water samples for new water service;
  • Inspected 1 water service relocation and meter moved;
  • Continue to read meters;
  • Continue to flush hydrants;
  • Responded to 2 water quality water calls

Park and Cemetery Division

  • Cut and trimmed grass at the Police Station, Library, Linwood Cemetery, and other park and cemetery locations;
  • Mulched flower and shrub beds in Linwood Cemetery and other park and cemetery locations;
  • Dug and poured 3 monument foundations;
  • Installed multiple flush markers in Linwood Cemetery; 
  • Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

  • Processed 2, 100-yard solid waste dumpsters totaling 44.73 tons;
  • Picked up municipal office recycling – 1,340 lbs;
  • Picked up Town office and select Town park solid waste – 1,280 lbs.;
  • Processed 1 cardboard container – 6.43 tons;
  • Processed 1 glass container – 7.44 tons;
  • Ran 2 shuttles for brush /logs – 11.25 tons;
  • Processed 1 metal container – 7.29 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes – 740 lbs.;
  • Assisted with pickup of Weston textiles – 1,640 lbs;
  • Processed pickup of medical sharps – 80 lbs; 
  • Pickup auto batteries and wire recycling – 50 lbs;
  • Organized and maintained order in swap shed;
  • Cleaned the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Cut and trimmed the grass around the property

Highway/Stormwater Divisions

  • Skin Overlay degraded roadway surfaces:  Walnut Road, Winter Street, Center Street, Central Fire;
  • Respond to Misc. calls for service:  15;
  • Fallen tree / branch removal from roadway and/or culverts: None;
  • Traffic signage and maintenance repairs:  Brush trimming multiple locations;
  • Inspect Catch Basin / Drainage system / Video:  Rockport@ Wellesley Street, 55 Cherry Brook Road (in driveway);
  • Repair/Clean/Inspect drain manhole / catch basin: Chestnut, Bradford;
  • Pave Basins:  Chestnut and Bradford;
  • Mowing and trimming including flail mowing:  South Avenue, Wellesley Street, and Ash Street;
  • Clean and service equipment:  9 pieces detailed now that wash bay has been repaired;
  • Clean and organize material storage area;
  • Assist Paving Contractor:  Cherry Brook Road and Pollywog Lane;
  • Pre-Construction Saw Cut Driveway aprons and Intersection:  Glen Road;
  • Assist Structure Contractor:  Sylvan and Glen;
  • Cleanup and Organize Brush Dump;
  • Street Sweeping:  Brown Street, Walnut Street and Winter Street

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 7 school buses, 4 police vehicles, 5 DPW trucks and other equipment, and 4 school grounds vehicles, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 3 major repairs on vehicles Major/Significant maintenance activity:  Bus #18 rear springs, Bus #16 radiator, H-22 fail teeth set
