The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

Administration/Engineering Division

Paving and Roadwork

Drainage Work

Fairview Road - culvert replacement ongoing including lowering the existing water main to accommodate drainage piping;
Highland Street (btwn Pine and Rt. 30) - drainage work completed the week of July 7th;
Water gate replacement at Merriam St/Aberdeen Rd - ongoing;
Drainage rehabilitation at Merriam St/Westland Rd - ongoing;
Newton Street drainage design work nearing completion

Calendar Year 2018 Anticipated Roadway Reconstructions –

Gail Road, Pembroke Road, Webster Road, and Arrowhead Road will occur if the gas work (National Grid) can get completed this year;
Glen Road (Wellesley Street to Shady Hill Road) will occur if drainage work is completed in a timely manner;
Merriam Street - pending culvert, drainage, gas and sidewalk work;
DPW continues to work on obtaining easements on Newton Street before roadway work can begin

Next Anticipated Round Paving

Glen Road (Shady Hill to Oak/Cliff intersection), Winter Street (Rt 30 to Brown St), Highland Street (Pine St to Rt 30), Fairview Rd/Montvale Rd intersection

Paving Completed

Summer Street – pavement markings anticipated in next few weeks, replacement of guardrail anticipated late summer;
Conant Road (Church Street to Woodward Lane) - pavement markings anticipated in next few weeks
Concord Road (from Merriam Street to Sudbury Road) - some driveway aprons and loaming installed the week July 7th and final landscaping (seeding), some driveway aprons, ADA ramp, and pavement markings remaining;
Aspen Road, Juniper Road, Cherry Brook Road (from Juniper to no. 156) - driveway aprons and loaming installed the week of July 7th with ADA ramp installs and final landscaping (seeding) remaining

State/Utility Project Work

Ongoing

Route 30 (South Avenue) and Wellesley Street Signal Improvement Project - final landscaping and final cleanup ongoing. MassDOT and its contractor are non-committal with schedule to complete;
Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), hazard trees at/near power lines, etc.
Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project - wood railing work continues, final paving on trail anticipated for late July. DPW Director is working with Rail Trail Advisory Committee in setting up a consultant contract for proposed trail parking areas, etc. (draft proposal has been reviewed and consultant is modifying)

National Grid's Gas Relay Projects -
Proposed for construction 2018: all work on hold due to ongoing labor dispute
Sherburn Circle, continuation of Wellesley Street (699-654: petition approved by Selectmen), and Concord Road (1-81)

Current Construction: all work on hold due to ongoing labor dispute

Gail Road (11 - 27) with Pembroke Road to follow, Oak St (94 - 147)
Newton Street (2 - 217) and Pheasant Trail (1 - 25)

Engineering

Drainage/Water Work

DPW continues to work on obtaining necessary easements on Newton Street before roadway work can be planned;
Black Oak Pump Station Project – Town Engineer working on easement document with impacted property owner. Town Engineer working with Eversource and property owner to address some/all pole concerns;
Southside Drainage Project - The necessary easements for Phase 2 of the project have been secured. The permitting will be conducted with construction anticipated for fall 2018. Conservation Commission meeting upon receipt of all Phase II easement will be next action item

Progress Made

Chiltern Road Water Main Replacement - service installation completed with one still needing to be changed over, but having trouble contacting owner;
Paines Hill Water Tank Improvement Project - electrical, plumbing, and punchlist work remaining

Consultant Work

Ongoing

Overseeing consultants’ work on Warren Avenue Sidewalk Project;
Merriam Street Sidewalk Project - funding secured (Annual Town Meeting) for the work, culvert replacement and drainage work needs to take place, sidewalk project needs to be coordinated with roadway work;
Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street). Continue to attempt to secure required easements on Newton Street;
Town Center Improvement Project - DPW has provided review comments to the consultant on the submitted 30% plans (May 25th submission and are available on the Town website)
Wireless Meter Reading, meter replacements and meter installation (approximately 1700) - DPW anticipates awarding to high advantageous vendor which also is the lowest cost vendor;
Concord Road Culvert replacement (which has impacts on the Warren Avenue and Merriam Street culverts) - Decision matrix tabling is being evaluated

Stormwater

Currently reviewing 13 Stormwater Permits;
Currently issued 54 Stormwater permits which also requires construction inspection

Water Division

Completed approximately 35 DigSafes;
Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
Conducted 3 final reads;
Installed 1 large meter and turned on water;
Replaced one service leak from main to curbstop (plastic service);
Witnessed two water samples for new water main start up for subdivision off Winter Street;
Continued meter reading;
Oversaw the testing of large meters;
Painting hydrants and watering tree list;

Park and Cemetery Division

1 cremation interment;
Cleaned and serviced equipment;
Cut grass at DPW Building, Police Station, Children’s Park, Soldier’s Park, Linwood Cemetery and other Park and Cemetery locations as needed;
Picked up mulch for the Weston Garden Club and delivered it to Town Hall;
Trimmed, pruned and removed a few dead branches and dead trees around the parks and cemeteries, as needed;
Continued updating the cemetery spreadsheets for interments and lot owners;
Assisted the Solid Waste and Recycling Division with the push down of containers on July 13th

Solid Waste and Recycling Division

Processed 1, 100-yard solid waste dumpster totaling 26.07 tons;
Picked up municipal office recycling – 860 lbs;
Picked up Town office and select Town park solid waste – 1,140 lbs.;
Processed 1 cardboard container – 4.83 tons;
Ran 1 shuttle for brush /logs – 7.10 tons;
Process 1 container of scrap wood – 5.66 tons;
Assisted with the pickup of various donations including clothing, electronics, books and bikes – 3,540 lbs;
Assisted with pickup of Weston textiles – 900 lbs;
Electronics and appliances w/Freon – 1,660 tons;
Processed the pickup of CRT electronics – 5,040 tons;
Organized and maintained order in swap shed;
Cleaned and pumped in the trailer pit as needed;
Picked up litter and cleaned up around the site as needed;
Cut the grass on the landfill cap and around the building

Highway/Stormwater Division

Hot patching potholes: various;
Skin overlay degraded roadway surfaces: South Avenue;
Pave Roadside Erosion: Spruce Hill Road, Kings Grant Road, Myles Standish, Bay State, Indian Hill;
Fallen tree / branch removal from roadway and/or culverts: Lexington Street, South Avenue (2);
Tree and tree limb removals: South Avenue by Candleberry;
Inspect miscellaneous tree locations for possible action: several;
Street sweeping: Main Roadways;
Respond to miscellaneous calls for service: roadside litter and objects in roadway, illegal sign removal;
Set up detours: Cherry Brook, Concord Road;
Oversee drain cleaning and video: Cherry Brook Road;
Install catch basin and manhole ID markers – middle section;
Install catch basin risers: Concord Road at culvert;
Cleaned and serviced equipment;
Work with driveway apron paving contractor: Cherry Brook, Juniper, Aspen, and Concord Road;
Work with loaming contractor: Cherry Brook, Juniper, Aspen, and Concord Road;
Load waste material for transport and disposal by contractor: upper DPW yard;
Watering loam and seed: MWRA dam swale area (Glen Road)

Vehicle Maintenance Division

Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 8 school buses, 5 police vehicles, and 14 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
Performed 2 major repairs on vehicles with Major/Significant maintenance activity: H-3 fenders and paint cab; State Inspections;
