The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:
2022 Roadway Reconstruction Program
Utility work needs to be appropriately coordinated and completed, the following roads are expected to be worked on this construction season. Also note the gas main work being completed by National Grid in the utility work section below:
a) Merriam Street (Westland Road to Silver Hill Road) Including Sidewalk in this area as well… Completed…there are punchlist items to address. b) Hallet Hill Road – Completed.
- Willard Road – drainage work needed prior to reconstruction – anticipate work being started next construction season;
- Bemis Road – Drainage work needed prior to reconstruction – anticipate work being started next construction season;
e) Longmeadow Road – Completed; f) Spring Road – Completed; g) Lantern Road – Completed; h) Old Coach Road – Completed;
(we are anticipating that this round of paving will occur next construction season)

Road Cutting after Paving Moratorium
Once paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects.
Town Center Improvement Project Ongoing Work
Outstanding work –Replacement trees have been completed and remaining punchlist items ongoing.
State/Utility Project Work
National Grid Gas Relay Projects:
- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and poles guyed with rope, Hazard trees at/near power lines, etc.;
- National Grid has submitted several permits for repairing long-standing gas leak locations;
- Eversource is conducting tree work (pruning and removals) on several streets in the middle/south section of Town starting along Route 20 to Love Lane to Highland Street to Pine Street, etc…anticipate crews being in Town for several weeks noting that they are currently in town.
Merriam Street Bridge over the MBTA (owned and maintained by MassDOT)
- Church Street – (at/about Pigeon Hill Road) Work completed with the exception of the crossing over the MBTA/Rail Trail – Draft of revised proposal of bridge crossing provided to DPW for review and comments
- Winter Street (Brown to Radcliffe Road) – Select Board grant of location held on 3/8/22 and GOL approved that evening with conditions.
- Wellesley Street (649 to Glen Road) – Gas main replacement work ongoing and anticipated thru most of November 2022;
Black Oak Road and Nobscot Road – Work completed. Removal of port-a-john is remaining cleanup required; Oxbow Road – Completed; Glen Road (from Oxbow to Wellesley Town Line) – Final trench paving work outstanding. Roundhill Road – Completed; Willard Road – Completed.
- Brook Road – Gas main replacement work ongoing. Service work ongoing. It is anticipated that this work will take place through October 2022.
Bemis Road – Completed. Hallet Hill Road (11-15) – Completed. Ridgeway Road (170-250) – Work completed.
- There may be additional gas main replacement work later in the 2022 Construction Season, but the NGrid designs are not yet completed.
- It is anticipated that approximately 19810 LF or 3.75 miles of gas main will be replaced during the 2022 Construction Season.
Town is attempting to work with MassDOT on more permanent solution to bridge carrying capacity. MassDOT has requested that the Town be invited to a bridge consultant scoping session. The MassDOT expeditors were aware of the comments from the DPW (Cullen) to the State Bridge Engineer. Additional items discussed were potential detour routes, hours of operations including nightwork during critical bridge erection tasks, Water/Other Utilities including lighting fixtures, guardrail at the approaches and bridge railings, lighting, etc. We also encouraged the State about holding a pre-25% discussion with the Town prior to the design public hearing, a “neighborhood meeting”. Eversource Utility Pole and Infrastructure Upgrades on 117/North Ave & Winter Street (from Natick Town line to just north of Bogle Street)
Eversource crew indicated that all their overhead infrastructure is completed and the remaining work is the transfers for others (
, Verizon, Comcast and
). The remaining double poles can be removed.MassDOT Newton-Weston bridge replacements and rehabilitations at I-90/I-95

Ongoing DPW Projects & Consultant Work
Drainage and Culvert
- Southside Drainage – Phase III – design and permitting work completed. Neighborhood meeting occurred with one (1) participant. Next action items are affirming easement rights. Anticipate project startup Spring 2023 assuming Engineering can finalize all necessary easements;
- Overseeing consultant design and permitting for Concord Road Culvert replacement, which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Select Board and the Conservation Commission.
- Sherburn Circle Culvert replacement – Construction ongoing. Laying wingwalls with anticipated water work the week of October 31st….possibly setting new culvert early next week. Anticipate work continuing through November 2022.
(Overseeing Consultant Work On)
- Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting. Formal 25% Submission to MassDOT October 2020. Town trying to get MassDOT to schedule 25% Design Public Hearing which was held on September 22, 2022 at 6:30 pm (Virtual). Town will continue to work towards getting this project included in the TIP which is programed for FY 2026 in the MPO plan; Project info at weston.org ;
- Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - Project info at weston.org. Next action item: addressing comments received at the Public Hearing and then submission of 75% Highway Submission. Town will continue to work towards getting this project included in the TIP which is programed for FY 2026 in the MPO plan;
- Proposed Intersection Improvements at Highland Street and Route 20 (potential TIP Project) – Town Engineer and Traffic and Sidewalk Committee working with consultant on data gather aspect of this proposed project.
Ash Street Sidewalk Project – Failed to pass at Town Meeting.
- Warren Avenue – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Warren Avenue sidewalk project has been shelved due to varying opinions on the design of the sidewalk and placement.
- Conant Road (from Church Street to 155 Conant Road) – This is the proposed FY 2023 Sidewalk Resurfacing project. Activity with Engineering Division to determine accessibility related issues before resurfacing will be undertaken.

- Resident Notices for Meter Upgrades: June 18th. First letters send out to Cycle #1 (north section of town);
- GPS coordinates collected on all current infrastructure installations;
- Three remaining Collector Antenna sites prepped for installations – work completed;
- Meter Upgrades at DPW completed and operating on new system – Approximately 63% operational (2306 customers). Meter supply shortage the issue…currently taking in excess of 4 months to get an order of water meters.
- Paines Hill Tank Replacement Design – Zoning By-Law change did not pass at May 2022 Town Meeting. Preliminary work started for Article 97 process including survey, etc.
- Coordinating with Developer on Park Road and Recreation Road Development – Including but not limited to roadway modifications on Park Road which is in the permitting phase, water main replacement/upgrade which is completed (but not internal to the site).
- Coordinating with Public Tree RFP – Participate in process relating to public tree RFP thru the Town Planner’s office. Contract is being managed by the Town Planner.
- MWRA Metropolitan Water Tunnel Program – Participating in update meetings with the MWRA and its consultant as they work towards the Draft Environmental Impact Report (DEIR) which is anticipated in the October / November 2022 timeframe. DPW Director has provided some preliminary comments and/or concerns. Anticipate that after the DEIR is published that the MWRA will provide a presentation to the Select Board. - Currently reviewing 9 Stormwater Permits;
- Approved 36 projects currently under construction;
- MS4 Stormwater Permit Annual Report –
MS4-Permit Annual Report for Year 4 (FY 2022) of the MS4 Permit; the Annual Report for Year 4 is completed;
- Some new Public educational and outreach messages prepared for the fall season to be posted on line and mailed out. Some of the older messages can be reused also as they include typical information about maintaining stormwater quality. The messages for the Fall include typical information about proper disposal of leaves, composting, and cleaning and maintaining drainage infrastructure.
- The town’s MS4 Permit consultant is working the first phase of the Phosphorous Control Plan will be completed this current fiscal year, Year 5 of the MS4 Permit. Phosphorous is a concern in the environment, especially in water ways and stormwater, so there are continuous requirements in the MS4 permit for communities to reduce the phosphorous in stormwater.
- Working with the Town’s Traffic and Sidewalk Committee on several items: Chestnut Street, Sunset Road, stop sign requests, sidewalk requests, crosswalk requests, etc.;
- Engineering Drainage Designs Ongoing / Construction Bid Documents advertised:
- Rolling Lane – Contractor ordered structures;
- 520 Glen Road – Drainage construction anticipated for 2022;
- Ash Street – drainage design in progress;
- Winter Street – Culverts and drainage conditions investigated;
- Hickory Road – Multiple drainage pipes to be replaced. And 1-2 drainage manholes needed. Awaiting for material deliveries.
Stormwater pollution is the fastest growing type of water pollution in Massachusetts. It fouls our lakes, rivers, and streams, which is bad for our water supplies and outdoor activities -- and also for the fish and wildlife that live there.
We need resident to do their part for clean and healthy waterways. The following tips will help prevent stormwater pollution from your home.
Yard Waste - Rake 'em, Bag 'em, or Compost 'em. Just Don't Dump 'em
A lot of people think that because grass clippings, brush, and other yard waste are ‘natural’ it is okay to dump piles of them in the woods or wetlands. Dumped yard waste actually destroys the underlying vegetation and wildlife habitat. Leaf dumping near water bodies often results in flooding problems upstream and when too many decomposing leaves get in our streams, unnaturally high levels of nutrients can harm aquatic wildlife.
In the fall, bag your leaves and bring them to the Transfer Station or the Brush Dump on Merriam Street. Don't dump them in a brook, ditch or storm drain, and don't leave them on the sidewalk or a storm drain. The Merriam Street Brush Dump opens for six consecutive Saturdays starting Oct. 15th and is open from 7:00 a.m. to 3:00 p.m. The leaves are left to compost, which creates very healthy loam. You can do this, too, at your home for your garden and landscaping.
Save your back altogether and swap the rake for a lawnmower. Mulch the leaves with the blade of your lawnmower set to the highest height. The minced leaves feed your grass and soil over the winter and helps to discourage weeds. By far the easiest and cheapest method to a greener lawn with no need for chemicals that leach into our waterways.
