March 7 - March 13, 2021The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. 2021 Roadway Reconstruction ProgramAssuming the FY22 Operating Budget is approved and utility work is appropriately coordinated and completed, the following roads are expected to be worked on this construction season. This also includes crack and chip sealing programs. Also note the gas main work being completed by National Grid in the utility work section below: - Merriam Street (Sunset to Westland) - pavement markings leftover from the 2020 season

Road Cutting after Paving MoratoriumOnce paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects.
Town Center Improvement Project Ongoing WorkEversource - all service connections are done. Following is the next order of work, anticipated to occur over the next several weeks: - overhead lines to be removed
- pole bracing, after line removal
- removal of poles anticipated for May
Comcast – all service connections are done and overhead lines will be removed from top to bottom, starting with Eversource. Anticipated mid-April Verizon – Splicing us underway. Once completed, they will be scheduling cutover to the new backbone and terminating the old system and then removing it. Verizon anticipates being completed in March / April. Town Fiber – completed Permanent Signs - work continues Hardscaping - Cobble work started at/about Walgreen’s plaza Outstanding work - curbing and sidewalk, which is utility pole dependent; creating the new parks, which is anticipated to begin when weather breaks; final paving and pavement markings; final landscaping

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- National Grid has submitted several permits for repairing long-standing gas leak locations;
National Grid Gas Relay Projects:- Sherburn Circle and Tyler Road – Gas Main work ongoing.
- Chiltern Road – replacement gas main ongoing
- Bittersweet Lane - anticipate the gas main replacement work to start soon
- Hickory Road - anticipated gas main replacement
- Old Colony Road - anticipated gas main replacement
- Ferndale Road - anticipated gas main replacement
- Columbine Road - anticipated gas main replacement
- Winter Street (Brown to MassPike) - proposed
- Wellesley Street (649 to Sylvan Lane) - anticipated gas main replacement

- 420 - 428 North Avenue - anticipated gas main replacement
- 292-352 Winter Street - outstanding work to be completed
Eversource Utility Pole and Infrastructure Upgrades on 117/North AveThe project goal is to gain system improvements for customers along this power grid. It is anticipated to begin mid-March and is expected to be completed in 12 to 15 weeks. All of the utility poles in this section will be replaced and reconductored for system improvements. Tree pruning is expected to begin as early March. Eversource will be in contact with impacted customers as the project advances.

Ongoing DPW Projects & Consultant Work Drainage and Culvert
- Southside Drainage – Phase III – design work ongoing;
- Newton Street Drainage (by church and Doublet Hill Area) - Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
- Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Select Board and the Conservation Commission
State TIPOverseeing consultant work on: - Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting. Formal 25% Submission to MassDOT October 2020. Project info at weston.org;
- Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - 25% Plans submitted to MassDOT on March 16, 2020. Awaiting review comments, then a MassDOT Pubic Hearing will be scheduled. Project info at weston.org;
Sidewalk- Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved. Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns

- Paines Hill Tank Replacement Design – Consultant contract not executing pending review of land and zoning issue with Town Counsel

Engineering- Currently reviewing 10 Stormwater Permits;
- Issued 47 Stormwater permits
- Approved 26 projects currently under construction;
- MS4 Stormwater Permit Annual Report –
- Mass NPDES MS4 Permit has been updated with final revisions on 1/6/21. Weston continues working to be in compliance with the MS4 Permit.
- The Town’s consultant and staff continue working on the Phosphorus Control Plan (PCP) for the MS4 Permit.
- Stormwater Pollution Prevention Plans (SWPP) for the DPW Building and the Transfer Station are scheduled to be prepared in Year-3 of the MS4 Permit (FY 2021)
- Educational outreach information and messages regarding stormwater quality continues to be posted on the importance of keeping stormwater clean and pollution; posted on the Town web pages and throughout Town social media.
- Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;
- Engineering Drainage Designs Ongoing / Construction Bid Documents advertised after funding approval at Sept. 2020 Town Meeting:
- Hallett Hill at Merriam Street – Construction is planned for 2021 pending drainage easement;
- Newton Street – Construction ready for 2021 pending easement agreements. Plans are ready for construction of the two proposed Newton Street drainage sections (Phase 2 and Phase 3 to the north and south of Doublet Hill Road). Anticipate on the ground work starting when weather breaks;
- Kings Grant Road – Construction planned for 2021;
- Pinecroft at Conant Road – The project is ready for construction in 2021;
- Rolling Lane – Design and plan preparation to be completed;
- 520 Glen Road – Wetland delineation completed and report submitted; survey complete; NOI submitted.

Water Division- Completed approximately 28 DigSafes;
- Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
- Conducted 6 final reads;
- Continued billing;
- Installed 1 large meter and valves and turned water on;
- Replaced 1 large meter register;
- Installed 1 summer service meter and turned on service;
- Oversaw the repair of 1 fire hydrant

Park and Cemetery Division- 1 cremation interment;
- Seasonal cleanup at Linwood Cemetery, Central Cemetery, School Street and Route 20;
- Washed trucks and serviced equipment;
- Assisted at the Transfer Station

|
|
Solid Waste and Recycling Division- Processed 2, 100-yard solid waste dumpsters totaling 39.70 tons;
- Picked up municipal office recycling – 760 lbs;
- Picked up Town office and select Town park solid waste – 800 lbs.;
- Processed 1 cardboard container – 4.97 tons;
- Processed 1 container of plastic – 3.64 tons;
- Assisted with the pickup of various donations including clothing, electronics, books and bikes – 4,320 lbs;
- Assisted with pickup of Weston textiles – 460 lbs;
- Electronics and appliances w/Freon – 1,560 lbs;
- Swap Shed temporarily CLOSED;
- Cleaned the trailer pit as needed;
- Pick up litter and cleaned up around the site as needed;
- Packed containers as needed to maximize loads;
- Disinfected Solid Waste and Recycling areas daily;
- FOOD COMPOSTING – 840 lbs.

- Assist Stormwater Division – Counting casting on roads to pave Division list;
- Remove debris from roadway: Tree debris;
- Skin Overlay: South section 3/11, 3/12;
- Wall Inspections and/or Repairs: Wall repair at 87 Church Street, North Avenue;
- Inspect Tree Locations: Drabbington Way on 3/12;
- Tree and/or Branch Removals and Debris Cleanup: 3/8, 3/9, 3/10;
Stormwater- DMH/CB Inspections & Roadway ID Markings: Inspections Rolling Lane, Perry Lane and Buckskin;
- Assist Highway Division: Pothole patching, pick up tree debris, haul asphalt from upper yard to drop off location, skin overlay;
- Catch Basin Inspection, DMH rebuild;

Vehicle Maintenance Division- Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 15 school buses, 1 police vehicles 9 DPW trucks and other equipment, 1 recreation vehicle, and 3 school grounds vehicles, noting that the DPW Vehicle Maintenance Division is responsible for over 131 pieces of rolling stock for the Town;
- Performed 1 major repair on vehicles Major/Significant maintenance activity: Bus 16 brakes;
- Fuel island, weekly inspection performed;
- Road Call: H-3;
- Performed 2 repairs on sanders and plows: C-2, S-1 plow frames
